Behaviour Management and Positive Behaviour Support Framework


1. Introduction & Purpose

This framework outlines our unified approach to promoting positive behaviour, creating a safe, inclusive, and enjoyable environment for all children attending our programmes. It combines our Behaviour Management Framework and Positive Behaviour Guidelines into one clear, structure for children, parents, staff, and partner organisations. The aim is to support children to thrive through positive reinforcement, consistent expectations and fair behaviour management processes.


2. Behaviour Expectations (SPLASH & Core Behaviours)

We expect all children, staff, and parents to contribute to an environment that is fun, respectful, and supportive. Our SPLASH values provide a simple, child-friendly framework used daily across camp:

  • Speak Up
  • Polite
  • Listen to Leaders and each other
  • Active participation
  • Show kindness
  • Helpful

In addition, our core expected behaviours include:

  • Be helpful
  • Be respectful and polite to others
  • Get involved and participate
  • Use kind hands, feet and words
  • Take responsibility for your actions

3. Behaviour Categories

We categorise behaviour into Yellow Card and Red Card behaviours to support consistency, fairness and clarity for children, staff and parents.

Yellow Card Behaviours include:

  • Being disruptive
  • Damaging equipment or facilities
  • Failing to follow the mobile phone policy
  • Not taking responsibility for actions
  • Negative or unkind words or actions
  • Not allowing others to be heard
  • Not keeping hands and feet to yourself
  • Repeated not listening or following directions

Red Card Behaviours include:

  • Being over-physical with others
  • Racial, homophobic or discriminatory language or actions
  • Repeated Yellow Card behaviours
  • Repeated failure to follow the mobile phone policy
  • Stealing, vandalism or deliberate damage
  • Unsafe behaviour such as running away, climbing fences or hiding
  • Verbal threats or intent to harm others

4. Behaviour Management Stages

Behaviour concerns follow a clear, progressive process depending on severity and frequency. Staff use positive reinforcement, calm guidance and consistent boundaries before escalating to formal stages.
Yellow Card Stages:

  • Stage 1: Child is informed behaviour is unacceptable and asked not to repeat it. Incident recorded.
  • Stage 2: Repeat behaviour – Responsible Officer informed, incident recorded, parent informed.
  • Stage 3: Further incidents – Outcome selected based on severity and frequency.

5. Outcomes & Consequences

Consequences aim to support behaviour improvement, ensure safety, and maintain a positive experience for all children.

Yellow Card Outcomes:

  • Yellow 1: Behaviour strategies implemented; parent supports with ideas.
  • Yellow 2: Parent informed via incident form; further incidents may lead to cooling-off period.
  • Yellow 3: Child collected; cooling-off period issued; further incidents may prevent return.

Red Card Outcomes:

  • Red 1: Child collected same day and has a 24-hour cooling-off period.
  • Red 2: Child unable to return for the remainder of the week.
  • Red 3: Child unable to return for the remainder of the season.
  • Red 4: Child unable to return indefinitely.

6. Additional Support & SEND

Some children require additional support due to SEND or other factors. In line with the Equality Act 2010, reasonable adjustments may be made where possible while ensuring the safety and welfare of all children.

  • Parents must provide accurate information about support needs at booking.
  • We review all SEND information to determine suitability and reasonable adjustments.
  • Attendance for children requiring 1:1 care is considered on an individual basis.
  • 1:1 supporting adults must be approved, sign in/out and only support their child.
  • We may contact parents to collect a child if safety or wellbeing is compromised.

7. Strategies for Staff

  • Safe Space: A quiet, supervised area for calming or regulation.
  • Now/Next Boards: Visual aids supporting transitions and routines.
  • Sticker/Reward Charts: Motivational tools promoting positive behaviour.
  • Comfort Items: Small familiar items to support emotional regulation.
  • Emotion Cards: Communication tools for children struggling to express feelings.

8. Parent Communications & Incident Reporting

Parents are partners in supporting behaviour. Communication is open, transparent and timely. Incident reports are completed for all Yellow and Red Card incidents to ensure clarity and accountability.

  • Parents informed at pick-up or by phone depending on severity.
  • Incident reports completed and shared with parents; copies retained by BDC.
  • Behaviour patterns reviewed across seasons to support consistency and safety.
